Seaside Heights Dog Rules for the Boardwalk and Beach

Ask a longtime Seaside Heights dog owner when they can walk the boardwalk with their pup, and you'll likely hear some version of "October through Palm Sunday, same as always." That answer used to be correct. It hasn't been correct since 2021, and the gap between what people remember and what the ordinance actually says is exactly the kind of thing that gets a well-meaning dog owner a summons on a Tuesday morning.

Here's what changed, what didn't, and where the town actually built room for dogs to exist year round, because that room does exist. It's just narrower and more specific than most people assume.

The old rule is gone, and it isn't coming back

For years, Seaside Heights ran on a predictable seasonal pattern: dogs off the boardwalk and beach during the summer crush, dogs welcome again once the crowds thinned out, from October 1 through the Sunday before Palm Sunday. It was informal enough that longtime residents built their winter dog-walking habits around it without ever reading the actual code.

In March 2021, the borough scrapped that pattern entirely. Officials changed the rules about pets on the town's beach and boardwalk so that dogs are no longer permitted there in any season, with only "bona fide" service animals allowed. Borough Administrator Christopher Vaz explained the enforcement side of the change at the time, saying a public works superintendent who also serves as animal control officer had been confronted so aggressively over asking someone to pick up after their dog that police had to be called to the boardwalk, resulting in six summonses for that one person.

The fine for a first violation isn't symbolic. Violators face a minimum fine of $100, and the town added a second layer: anyone caught falsely claiming their dog as a service animal faces additional fines on top of that. Code enforcement officers are trained to make the limited inquiries the Americans with Disabilities Act allows, which means a vest and an ID tag from an online store won't get a family pet past a challenge on a busy Saturday.

Compare that to next-door Seaside Park, where the ordinance is even simpler and has no seasonal carve-out at all: dogs, pets, horses, and other animals are prohibited from the beach and boardwalk at all times, in every season, full stop. Seaside Heights at least built two real exceptions into its version of the rule. Seaside Park didn't.

The one beach that never closes to dogs

The exception that matters most for anyone living here year round isn't seasonal at all. Seaside Heights maintains a dog-friendly bay beach, separate from the ocean beach, and the town's own FAQ page points residents toward it directly rather than pretending the blanket ban covers every stretch of sand in the borough.

That bay beach sits along Route 35 near Stewart's Drive-In, the bay-front root beer and hot dog stand known locally for its car-hop service and its view of the water. Stewart's itself keeps a pet-friendly outdoor table setup where a leashed dog can sit with you while you eat, which makes it a natural stop before or after a walk on the bay side. It's a small stretch of shoreline, but it's the one part of Seaside Heights where the calendar genuinely doesn't matter. No Palm Sunday cutoff, no October start date, no fine print about hours.

Three days a year the boardwalk actually opens up

The other exception is smaller and easy to miss if you're not watching the town's events calendar closely. Seaside Heights runs Dog Royalty Days, a handful of single-day windows when leashed dogs are allowed back on the boardwalk itself. Not the beach. The boardwalk only, and only on these dates in 2026:

• Sunday, May 31
• Monday, July 13
• Sunday, September 27

The rules on those days are specific and worth knowing before you show up. All dogs must be leashed. Dogs are permitted on the boardwalk only, with no beach access. Owners are asked to pick up after their dogs immediately, which given the 2021 backstory isn't a suggestion so much as the entire reason the modern rule exists.

The events double as a small fundraiser for animal welfare groups. The Business Improvement District has partnered with the Mid-Atlantic Great Dane Rescue League, The Pittie Project, and Jersey Shore Animal Center, all of which show up on the boardwalk with adoptable animals during these windows. If you've been meaning to introduce your dog to the boardwalk crowd without risking a fine, September 27 is the next chance this year, and it falls on a Sunday, which makes it an easy addition to a fall weekend that might already include a walk down toward Grant Avenue.

Where a dog can actually sit down with you

Outside of the bay beach and the three Dog Royalty Days, a handful of boardwalk-adjacent spots keep outdoor seating open to leashed dogs on a regular basis. Along with Stewart's, Steaks Unlimited on Dupont Avenue and Sunny Hunny both offer pet-friendly outdoor tables, with Sunny Hunny setting out a water bowl for dogs who join their owners at one of its four outdoor spots.

None of these are large accommodations. They're a few tables, not a dedicated dog patio scene. But knowing which three or four places actually welcome a leashed dog outside saves you the awkward moment of asking a host and getting turned away, especially during a busy summer weekend when every table matters to a restaurant's turnover.

What this means for how you plan a week here

If you own a home in Seaside Heights and share it with a dog, the practical calendar looks like this: the bay beach near Stewart's for daily walks, no season required. A stop at Stewart's, Steaks Unlimited, or Sunny Hunny if you want to eat somewhere that won't ask you to tie your dog up outside. And a note in your calendar for May 31, July 13, and September 27 if you want the specific experience of walking the boardwalk itself, which the rest of the year is off limits to anything on four legs that isn't a working service animal.

The confusion around the old October rule isn't a small thing. It's the difference between a resident who gets a $100 summons because they were following a rule that expired five years ago, and one who knows exactly where the real exceptions live. Seaside Heights didn't ban dogs from town. It relocated where they're welcome, and that relocation only makes sense once you know where to look.
